The requirement

ARCH-R264 — A stack manifest read from a directory named with --stack-dir MUST declare each service in a file of its own, services/<id>.toml, named by the root manifest's include list, which alone decides membership. lemonfiber MUST refuse, naming it, an entry that is not of that form, names no file, or appears twice; a file in services/ no entry names; a service file holding anything but one [[service]] whose id matches its name; and a [[service]] in the root manifest.
